It is Monster Madness: Battle for Suburbia. Great game, don't worry about the issues in the demo the devs have already taken action for the full game with many more fixes. Also it takes full support of the PhysX Ageia Acclerator Card.

What I've read about postal 2, it sounds pretty fucked up. Not the good kind of fucked up either, more like the Virgina Tech sorta fucked up.

I've been having tons of fun with Smod for Half-Life 2, it has tons of weapons and bullet time. It even has a shovel which is based on Postal 2, it's great fun to smack an enemy in the head and watch him go flying.

Yes Postal 2 is very fucked up...

I still have it, me and some of my mates had 'great fun' burning an innocent person alive and watching them crawl around screeming whilst their skin peels off, opening our flies, pissing on them, watching the steam from our piss coming off their scorching hot bodies, chopping off their legs and arms, kicking that around town, chopping their head, kicking that around town, seeing a cop, pulling out our gun, using a nearby cat as a silencer (sticking the gun up it's arse and shooting), all whist being dressed up as a gimp!

The above is completley true and is MORE than possible in-game!!!

You have to have one of the source games. If you don't already have one you can buy a packaged deal that comes with CS:S and Gmod10.
