Not only has the answer already been given to this question, but there is absolutely no need for an off topic section. It would merely be filled with, well, off topic things, things which can be found at one of a billion other forum websites. If thats what you are looking for, you came to the wrong place.

And spamming will be somewhat... "legally" in an off-topic section, so i don't think it's the best idea. Internet is full of forums about everything you want to discuss, so just think of a subject and... google it :D
